Billy Ray began umpiring Little League baseball in Hampton in 1962.

He started softball in the city of Hampton adult leagues covering 20 years and served as Umpire in Chief (UIC) for 18 seasons.

In 1983 he co-founded the Hampton Softball Umpires Association training and providing quality umpires for the Peninsula. He served as UIC for 10 years and umpired 9 District Tournaments and 4 Virginia High School League (VHSL) Regional Tournaments.

He was selected and umpired in 3 of 4 ASA National Invitational Tournaments awarded and hosted by Hampton.

He umpired ASA Men's Major Regional Fast Pitch Tournament in 3 states. His Umpiring has included working for 3 organizations; ASA, NSA and USSSA.

Each July he has worked Virginia High School League (VHSL) All Star Games hosted by Hampton for 14 consecutive seasons.

Bill Ray attended National Umpire School and worked 9 Langley Air Force Base Championships. This was quite an honor considering he was selected for these championships each year league coaches and players as the Best of the Best.
