Cecil, after a brief go at fast-pitch catching, decided umpiring was his way to go and he kept at it for over forty years, having umpired in five different decades (1930, 1940, 1950, 1960 and 1970).  He umpired the only game in town then (fast-pitch) and was called on to work tournaments all over the State of Virginia (Richmond, Lynchburg and Charlottesville to name a few).  In his long span, the number of State, District and local tournaments in which he participated are legendary among old-time officials.
