As an umpire, at the time of his induction, Foster had fifteen years of experience in over 3,400 games.  That is an average of 232 games per year.  He umpired in five State tournaments and the C.A.C. tournament for thirteen years.  He was a member of the Bill Killiman Umpire School in St. Petersburg, Florida, the ASA Association, the Norfolk Umpire Association, and the Norfolk Baseball Association.  He also umpired many city league playoffs in Chesapeake, Norfolk and Martinsville.
