Ned Cheely served as the Metro Norfolk (now know as Metro Tidewater) Commissioner for four years from 1970 through 1973.  During his twenty-five years as a supervisor in the Virginia Beach Recreation Department, he worked closely with Deputy Commissioners from each city in local, Metro and Regional tournaments.  In addition, he was a player and manager of fast-pitch from 1950 through 1970 winning one State championship.  Later, he coached slow-pitch for several years.  In the beginning, Ned spent a lot of time getting our local association to play in accordance with ASA Rules and Regulations.
